New strategies to investigate non-contact sexual offending, 20 March 2025

 

Our workshop considers contemporary issues around the investigation of non-contact sexual offending; an important part of the Violence Against Women and Girls (VAWG) agenda.

It features new guidance, research and investigative strategies that all inform the work of investigators on the frontline.

Non-contact sexual offences involve no physical contact between the perpetrator and the victim but can still be extremely distressing and traumatising.

These offences include: upskirting, down-blousing, cyber flashing, indecent exposure, Voyeurism, spiking, catcalling and stalking.

The recent rapes and murders of Sarah Everard and Libby Squire by men who had histories of committing acts of incident exposure and/or voyeurism have highlighted. the link between non-contact sexual offending and serious sexual offences.

This makes it vital for investigators to develop a greater understanding of the serious nature of non-contact sexual offending and to introduce strategies to prevent perpetrators going on to commit sexual offending.

Speakers and topics

• Launch of new guidance around the investigation of non-contact sexual offending by the College of Policing to help inform the work of investigators on the frontline, Chief Supt Jamie Daniels, Crime and Criminal Justice Faculty Lead, College of Policing

 

• Prosecution considerations: operational best practice around the importance of working closely with prosecutors to build a strong case file to ensure a positive criminal justice outcome, Emma Wynne-Owen, Senior Prosecutor, Crown Prosecution Service, who has trained fellow prosecutors around prosecuting non-contact sexual offences

 

• Strategies for identifying perpetrator behaviours and suggested interventions to prevent future serious sexual offences, DI Tina Wallace, project lead, Operational Vigilant, Thames Valley Police

 

• New research into exposure offending: Professor Sarah Kingston, School of Law and Policing, University of Central Lancashire, presents her new research that looks at exposure offending and possible links to serious sexual offending. Professor Kingston gave evidence last year to the Home Affairs Committee into Non-contact sexual offending

 

• Profile of the ‘It Does Matter Campaign’ which encourages the public to report non-contact offences to help police build intelligence.  Lisa Squire, the mother of murdered student Libby Squire is fronting the campaigning and will speak about her work

 

• Upskirting and the Voyeurism Offences Act 2019: campaigner and victim of upskirting Gina Martin will be speaking about her campaign that led to the introduction of new legislation which now makes upskirting and all forms of voyeurism a criminal offence.  

 

• Understanding online non-contact sexual offending behaviour including cyber flashing and the link between online offending and in-person offending, Michael Sheath, trainer on Europol’s Combating the Online Sexual Exploitation of Children (COSEC) course.

• Profile of Vigilant Communities, a project pioneered by Wiltshire Police which has seen the force gain valuable intelligence about non-contact offenders by encouraging a multi-agency partnership and fully co-ordinated approach between force Neighbourhood Policing Teams, local authorities, CCTV operators, local companies and community groups, DI Troy Smith, project lead for Vigilant Communities, Wiltshire Police.
